The apparent inscribed date is misleading. Look closely.

The division line between the States stopped a the eastern margin of the Catawba Indian land at the old road that ran by this monument. The course of the road was altered over time and there was confusion as to what was NC and what was SC. When the tax man came the locals would claim that they lived in the other State and did not owe taxes to the whichever State revenue man happened to show up. It was decided to run the line north from the meridian line that was erroneously run 11 miles south of the meridian due (perhaps in part) to conflicting instructions made to the surveyors by their respective governmental orders, and so it seems SC obtained land that was considered a compensation for their loss

Turns out my answer was correct. Not definite, but, correct.

"East of the Mississippi River and south of Pennsylvania."
