Is it required to have a PLS or designated survey manager in the local office to offer surveying services from that office?
Yes.
Could you or someone else provide a link to that law? I used to work for a short time for a firm in eastern Kentucky that was in violation of several regulations concerning land surveying. When I made mention of these violations they let me go within a week. I think it may be time to resolve this issue with authorities. Any suggestions?

Call David Cox and tell him you plan on opening an office without a surveyor in it. I'm sure he'll be very helpful.
I find it interesting that everyone is quoting the State Board. That is just one entity. To practice surveying in most states you must have a surveyor registered in that state to supervise the work.
When you open an office, you open another can of worms. With the registered surveyor you get a COA from the State Board. Now, with an office you need another COA from the Secretary Of State to do business in that state. This requires a local address and point of contact. Then there is the business license and the appropriate forms with the State Tax commission.
There are several national clearing houses doing work in my state that are missing a few of these details and they are about to have BIG problems.
There was an attempt within the last couple of years to have satellite offices without necessarily requiring a licensed guy at each location. I think some big firms were behind the initiative. The proposed change did not pass due to diligence of our Licensure Board and our state association.
