Can anyone explain why a door like this would be placed on a bathroom stall?

1973, I went into the men's stall at the Tyler Chamber of Commerce and the can was pointed into corner of the bathroom which was a floor to ceiling corner window looking straight at Broadway Avenue by the entrance walk.

I use to know a young lady that always put a bottle of "Pyrinate A-200" (In the green and yellow bottle!) on the back of her toilet...just to keep guys from getting any ideas about 'camping out' at her place.

Working for the construction of child development centers, there aren't any areas that cannot be visible to the public where children are concerned. I don't know what age CDC is constructed where privacy becomes a concern, but with the younger crowd, no doors.
Note: Public is the staff, not anybody in general.
