It is, but if you multiply all your grid coordinates by the scale factor the resultant distances computed from those scaled coordinates will be ground.

Scaling coodinates is not a good thing to do...the coordinates will look like SPC, but will be off by 100 feet or more (depending how high you are and how far from the origin

I agree but it is a common practice, sometimes dictated by agency demands, as was the case in Oregon before introduction of the LDPs.

As Norman said, most DOT's do that, have been since the 70's. Don't see them changing anytime soon. And that work is really good work!! 🙂
