"She rolled her eyes and said, "You must be an Obama Democrat."
"I am," replied the man. "How did you know?"
"Well," answered the balloonist, "everything you told me is technically correct. But I have no idea what to do with your information, and I'm still lost. Frankly, you've not been much help to me."
The man smiled and responded, "You must be a Republican."
"I am," replied the balloonist. "How did you know?"
"Well," said the man, "you don't know where you are or where you are going. You've risen to where you are due to a large quantity of hot air. You made a promise you have no idea how to keep, and you expect me to solve your problem. You're in exactly the same position you were in before we met, but somehow, now it's my fault."
I think it makes a little more sense in its original form (with the party afiliations being reversed). But then again, it could go either way which is probably why we are in the mess we are in.
I liked it with the lost civil engineer and the balloning surveyor.....
Or replace the Civil Engineer with a realtor, attorney, PITA client, Patriot fan, etc. It's all good 😉

I first heard it with the responding person in the top floor of a building. The balloonist said "Oh, now I know where I am. This has to be the Microsoft building and you're a help writer."

P&R is the place where the "serious" comments are often the most humourous (though maybe not intended to be), and the humor soon gets turned serious.
How about this variation: two guys are in a hot air balloon and it rapidly starts to deflate and crash into a pit of flaming lava. The one guy from one party says "hey the gas valave is stuck and if we both pull on the chord we might be able to reinflate the balloon", then the guy from the other party says "work together? No way!"
P&R here we come.

I've got one betterer
That was funny on two levels. The intended was funny, much in the same way it was with variations featuring different figures from past administrations as far back as I can remember.
But even funnier for unintended reasons. Predictability to the extreme is certainly funnier than any rehashed jokes.
