Large municipality with a graffiti problem decides to have a graffiti party. Music, dancing, food, free spray paint, and old trucks to use as a canvas. The grand prize is 100 cans of spray paint for the best "art." The idea is to show the "artists" that graffiti is okay if you have permission, but bad if you don't.
Guess what happened after the party? They were shocked, shocked mind you, at the graffiti sprayed on the downtown cenotaphs.
Wow, who saw that one coming, huh?
Should have arrested them one by one as they showed up.

Sounds like a good opportunity to open up a portable sand blasting company. Starting at city hall to remove the name plaques of the city fathers.

I saw this "dumbest criminal" show where Cops pretended to be movie producers making a documentary about Graffiti ... word got around, and needless to say, they got a few dozen kids on video spray painting things.
Montreal
Not Tucson, although our city leaders have done equally dumb things. This was Montreal, with a governmental budget of $10M per year for graffiti removal.
Part of the problem in Montreal is it takes up to a year to finally get the vandal to court, then the fine is $100. Not exactly a law and order mentality.
Phoenix just sentenced a vandal to 2.5 years plus community service afterwards. That might get their attention.

It is not in the culture of French people to send mild anarchists (that express themselves through painting) to jail. Community service, yes.
Montreal has bigger fish to fry. Especially with all these construction corruption scandals these days.

While taking a tour with my friend Tammie they other morning to photograph some historic buildings around town we stumbled onto the old slaughterhouse. It's been closed for many years but it looks like it's being used for raves at nights.

Last year we had a huge rash of tagging around our downtown and they were rousting a lot of the skate boarders and hassling them. Turns out they guy they caught who was responsible for nearly all of it was some kid in basic out at Fort Sill. Go figure.
