That doesn't make a lot of sense. Does the survey have to state that the owner is resident on the parcel to qualify? Just owning land doesn't mean you are a resident in most states.
How does that affect nationality? Many people register to own one square inch of an island in Scotland when they purchase a bottle of certain brands of single-malt Scotch Whisky. According to Connecticut Law, does that constitute a declaration of UK Citizenship?

This might be a way somebody could get away with voting in two states. They could also move and establish residence in a new state by other means and not tell the old state. Depends on how tightly the drivers licences and car registrations are checked.

Not necessarily. Depends on the voting laws. I seem to remember where it is legal for local issues in some states as long as it is not a national election such as president/vice president. YMMV.B-)
