First off, I've never heard of such a thing as a project execution plan. We were just told that in order for our bid on a pipeline project to be reviewed we need to have one. This is due by Monday. Do any of you have any experience writing one of these? I don't know what to include.

That sounds like what is often called a Survey Plan - a required element for public-funded projects.
It usually includes equipment, personnel, procedures, and a schedule.
If your DOT is providing oversight (usually a prerequisite for Federal funds), it may have a published standard.
Check the RFP for clues as to what they are expecting. I have written such things in the past. Basically, they want to know how you intend to perform the work. Other than the obvious such a plan might include:
- Names of personnel that will be assigned, with qualifications, role
- Equipment you will use
- procedure you will follow
- professional supervision, how, by who, how much
- contact names, numbers, email addresses
- quality assurance plans (ie/ checks)
- level of effort (time on site and office support)
- time frame to complete
- data handling & storage
- deliverables
- timekeeping, reporting, billing
- safety provisions (PPE, traffic control, notification procedures in event of accident, directions to nearest ER)
Thank you guys very much for the quick replies! I've been busy trying to put this together. I wish I had more time for sure...this has been put on me last minute. But I have another couple of questions... I have been told I need to have a section about Controls that defines some measures that will hopefully ensure that progress of the project stays on track. Any ideas about what the client want to hear?
Also, we have been given an RFP that defines the Scope and deliverables. Do I just copy and paste the scope into my proposal or do I reword it?

Do I just fill out the blanks? Should I include a gantt chart with the estimate and schedule?
