Wednesday I will offer comments on the attached bill before the Virgin Islands Legislature Finance Committee.
Presently the office of the Public Surveyor does not exist, but it does function. The present Public Surveyor is an engineer, not a surveyor and will not record a survey if he disagrees with the conclusions about property lines on it. He has taken over 2 years to record a survey of mine many times. He has threatened to change a recorded survey of mine when he thought it wrong. He runs his own surveying business in competition with me. I have been fighting with him and his predecessor for over 16 years. My posts here and on the other forum go back almost that long. My greatest challenge will be to keep under control and professional.

The review comments sound about right with respect to legislative proposals.
One area to consider addressing is that the office holder be prohibited from engaging in private practice. That is the case here in California for County Surveyors. Unfair competitive advantage, especially if you are reviewing work product from your colleagues.

Sounds like it gives the Public Surveyor unlimited authority to reject surveys from recording, without any standards or right to appeal. Great opportunity for abuse of power.
The comments touched on it, but shouldn't that person have to be licensed as a surveyor to hold the title of surveyor? I would think that to be a pretty obvious omission.
The Virgin Islands does have a licensing board that is a Member Board at NCEES so I would think they would like to be aware of this.
It appears there is already an entity in place to serve these functions. Just curious why this new "office" is even needed?

Also, do they employ the Public Lands Survey System there? I couldn't find anything either way. If not, why is the BLM Manual of Instructions referenced in this document?

Never mind - my geography ignorance comes into play. The entity at the link is for the British Virgin Islands, but I am curious about the reference to the BLM Manual of Instruction?
