If I buy a car (the drawing)...do I get g.m's. CAD file (the design) as well?

Depends on if its in the contract, or probably more specifically NOT in the contract to provided digital copies of work.

Are you selling the professional service or a professional product since both can be done.

yes just call GM in 11 years and tell them you need a copy of the CAD file and it should be free.

No, but McDonald's will give you a copy of their menu if you buy a Happy Meal.
