Is your neighbor "buzzing your pool with his new quad with camera"?

Fact is, the FAA was never going to stop your neighbor from buzzing your house, as long as he's buzzing your house as a hobby, and not a profession. I'd expect professionals who want to use the drones to make money will have no interesting in buzzing anyone's pool.
