Five or six years ago you could have bid any price and got it, with the way work and the economy is today, with all the low-ballers out there, more than likely it would have to be 5K or lower. It would be nice to do it for a percentage of the actual value of the site.

Item 19 is going to cost you. You will need to subcontract an environmental engineer to make the wetlands determination. Most communities do not have "official" wet lands maps of their area that you can just copy. Don't forget to include that guy's fee.
For the detail required, I think the 20k figure already quoted for just your part may be close, but I would not touch it for less than 35k. That's a little over 2k an acre for boundary and plannimetric details. All the stripes in the parking lots, all the drop inlets, fire hydrants, electric boxes, telephone boxes, covered walks, fences, etc, ad nausium.
5K?? No way. Unless someone just likes to throw away money. It would be impossible to make any profit - not even $1- doing that survey for 5 grand. Not even with rtk. 13.23 acres of detail and probably screwed up road rights-of-way????
I would do the job for 1% of the value of the property. Then I could retire.
