I received an RFP from these folks Friday PM. Thought it was a little odd because they wanted a reply by end of business that day. Anyway, the email was from the Principal/ Director of their Tulsa Office. The email seemed as though we were friends. How have you been? It's been a while since we talked..yadda yadda.
Don't get me wrong. It was all top-nut professional. He included a site drawing and detailed scope of the project. I just don't think I've ever talked with this fella..and I know for a fact I've never worked for them before. I obliged and returned a proposal.
Anybody here ever been associated with them?

Yes, they were an old-time Texas firm doing (I had thought) mostly structural engineering. The Astro Dome was one of their projects. I don't know anything about what they may have become as a corporate entity.
Suggest you research the firm history. There have been numerous mergers of AEC firms the last few years. I know of several local offices that have been through two or three mergers/name changes in the last decade. These were large local firms becoming part of even larger out of town firms.
That tight a turnaround for a proposal just means they already have someone, but the client or someone higher up in the firm had a heart attack on the estimate and now they have to get some other prices so they don't look bad. Skip it.
