Interesting some of the comments below...especially the one about title insurance.
Then there is the Adverse Possession claim by the city of Norfolk.
A few years ago someone claimed the bottom of Rudee Inlet the same way. The City of Virginia Beach was beginning the dredging project for the inlet and several million dollars of federal money was on the line. The city said pay off the guy for 1 mil± and let's get going......they did and he walked off with a nice little paycheck.
