Who owns the title and fee public right of ways in a housing tract in California?

Barry - if you subscribed to this thread.....how's the sidewalk lawsuit going? 😀

Inaudigger. I tried to get people in my community to file a lawsuit and take this to court. Many lawyers told me that the cost of court would be 100 times the cost of paying for the sidewalks. When the County loses, the will appeal with taxpayers dollars, more expenses, more time, more frustration. The lawyers stated that this is a winnable case, not worth the cost, if I cant get 40 plus people to contribute to this lawsuit. Ventura County placed liens on 77 properties in Newbury Park, as little at $15. I was at the last Board Meeting, 21st March 2017, fighting to keep the liens off properties. Of the 700 people who received an invoice, 2 showed up to the Board to address the Board, I was one of them. I wrote a letter of protest, gives me more time to get PLF to take this case.

Wow that was a fast update!!
Just curious if you were still fighting the fight.

All in all, I think it is good to have people from the community attending BOS meetings, as I think they sometimes need to hear the other side.
I'm stubborn, but not enough to have a $15 lien placed on my property.

Good luck getting through to them.

Everyone in my community is busy with their lives. I tried to get people to show up to Board of Supervisors Meeting, to fight for the truth. Again, only 2 came. Go to www@ventrua.org. Board of Supervisors meeting, 21 March 2017. You can go to the Agenda Item, click on it, take you directly to my presentation. Actually, I was reading from my protest letter, stating how illegal it is that Board of Supervisors, not Judges, are placing a lien on a property. They go to 1911 Improvement Act, SHC 5600-5630 as their authority. That was 106 year ago, things have changed since then, as you know. It was written for towns, no residential housing tracts, that is a fact. Only way to win this is in front of a Superior Count Judge, who will rule against them. It will cost 5-10K without an attorney, to get it in front of a Judge. Im not paying this cost, for my $900 sidewalk repair, while everyone hides from the court.

I just learned recently that our county does this also. The liens cite the 1911 Improvement Act on the document itself.

Might be off topic, might not, I got scoffed for citing these accuracy standards a bit back, in an applicable situation, so perhaps we need to update or educate.

Not sure what you are getting at, but laws are quite different than out of date accuracy standards. There are updated mapping standards, look into it.
