I assume the folks in the Engineering File Room explained that the "V29-741" is an inhouse file reference. It should be a typed copy of the 1964 ordinance that vacated Neches South of the North line of Willow Street and Willow Street between Trinity and Neches.
What does Plan 1A-6170 (noted in pencil on the portion of the Section Map above) show?
This area is 150 years old and they still don't have a proper sidewalk on Rainey Street.

Definitely not goat pasture land prices anywhere nearby. What the heck is Lady Bird Lake and why is a trail crossing through a building or two? What is the behemoth wiping out Neches north of Cesar Chavez?
Check it out on Google Earth or anything similar. I put in "Neches Street, Austin, TX", then panned southwesterly along Neches to the river.

That is the Austin Convention Center. The reason why the Rainey Street neighborhood looks just like an old residential neighborhood is that a highly vocal neighborhood association has for decades quite effectively resisted multiple attempts at rezoning for more intensive uses.
