Tract Map Update Question

I am a California LS, primarily surveying in LA County. I have a number of recorded map jobs, Tract Maps primarily, which were stopped in the economic melt-down of 2008-2009, which the clients are starting up again. The conditions of approval have not expired and County Land Development seems willing to look at these jobs as continuations of the original submittals of 7 or 8 years ago. Visiting these site I can frequently see new monumentation. For example, where a spike used to be there is now a well monument, etc. In these cases do I need to go out, resurvey, recalculate, and if there is a measurable difference change map accordingly? If there is no measurable difference do I need to reference the new monument? I can see 4 possibilities here:
1. The surveyor should not update the survey once the original submittal is made.
2. The surveyor must update the survey during the plan check process if a change to monumentation is apparent.
3. This updating is optional for the surveyor.
4. This updating is optional based on the discretion of the County Subdivision section.
Of course, this is an issue due to the unique factors of the 2008-2009 economic melt down. Any thoughts?

When you find a different monument in place, you should see if is is replacing yours or if it is a pin cushion.

In some areas there are some surveyors that do not accept the monuments found because they do not interpret that they match what was called for or they believe their measuring skills are better than others or for some other unknown reason they have not shared, will set their own monument in place of what they find or set their own monument where they believe it should rather be.

I use my existing reference points (hubs and other points I have made location before) to check where the new monument falls.

I believe that if you can prove the new monument is not in the correct place, that is how it plays out and show the proof in your survey report.

Yes, you should update the Tract Map because it was never finished. It should reflect current conditions.

I, too, have been processing the mapping for many development projects that started before 2008 and are picking up again. Interestingly enough, many of these were started by me when I was working for a different company and now I'm picking up those projects with the new company I'm with. Anyway...

The map should definitely reflect the current situation. Lots of things can happen to land over the 7-ish years since an original survey was done. Monuments can be knocked out, easements can be dedicated, owners and lien holders can change, and so on. Every map I work on I will send out my crew and have them check all of the found monuments that I used previously and verify that they are still in the same position and of the same character as they were before. If they aren't, I show that change on my map.
