I recently read on a plat of survey. The way it is phrased seems a little off to me, but it may just be the way I am interpreting it.
"The survey information and data shown hereon shall remain the property of the surveyor and the owner named in the title block. Use of this information and data by others is expressly prohibited unless permission is obtained in writing from the surveyor and the owner."
Seems as if the surveyor is stating that the record data is his and you can not use the measurements and monument descriptions without asking first.
I'd say that once it's recorded by the parties that it was done for, his disclaimer is toast. If you're not in a recording state, then I'd say he's spot on and given notice of his intention to assert his claim to his work and that no one else is allowed.

The facts shown, Direction and Distance and whether a monument was found existed prior to the survey, hence are in no way unique and not copyrightable.
