Are there any regulations that specify color, i.e. yellow or orange? (Although not applicable in the case of vests, as the retro-reflective bit is the silver stuff, I'm sure I read somewhere that for retro-reflective survey targets the order of decreasing reflectivity is white, yellow, orange).

Over 50mph go to Class 3, which have sleeves - in all sizes under 4XL.
That may be true in your neck of the woods, but I've not seen a Texas or Federal Law that stipulates anything other than federal money and Class II vests. That was nearly a decade ago so they may have added more to that law.
Duluth Trading offers a "survey" vest, not bright colored, however. It does have a back pocket, and it's very light weight. I tried it out in the spring and like it. The sizes do run big, though. I had to send the XL back for a L...... It is light weight, however, and I'm not sure what that's going to mean for the wear and tear. I'll probably find out in the fall!

I had the NW from Canada canvas type vest. It was heavy duty, it's really faded and dingy, reflectivity is all but gone.
I carry 60d nails for control points and line points. I'll have to figure a way as not to rip holes in the pockets.
