lots of good points made here - the SRF should be concise and reviewed early in the kick-off meeting. go over it in detail during the office kick-off - depending on the project size and $$ involved, sometimes a field kick-off is held too - often these are very helpful and save finger-pointing later on.
as to the SRF - be sure to include areas for:
type of project: topo, boudary ALTA, aerial, r/w - etc.
Hz + vert datum
are photos needed?
Township, Range + Section
who attended kickoff meeting - with spaces for signatures
a check list for topo items needed for topo surveys: include all types of utilities,
survey monumentation, vegetation, pavement striping, sub-surface inverts, x-sec intervals. detail where curb returns, sidewalk ramps, headwalls, catch basins, etc are to be shot. note if a DTM is to be created from a topo survey - should breaklines be used? is there a set of descriptor codes that need to be used for a certain client?
similar checklists for ALTA's, r/w surveys, boundaries, aerial panels, etc.
the more the field crew knows exactly what the survey is for, and who it is for, the more they should understand what is needed.
