The issue of equipment used is one factor in the cost of the job. The other factor, and it's a big one, is the cost of someone's time. From the owner's (often short sighted) perspective, hiring a kid and renting or buying an inexpensive handheld GPS unit is an order of magnitude cheaper than hiring a PLS using precise GPS equipment. The owner has to decide which method provides him with the best value. I think it's the owner's choice in the end.
post processed stop&go kinematic works very well on my single frequency PM3s; much better than Trimble because they are pretty much designed to do it whereas Trimble's high end stuff really prefers to be RTK.
I have done regular PPK on Trimble units and it worked. I found that if you only want a point or two for each location you have lock then do faststatic and forget the PPK.
