It would be a reasonable answer for many engineering applications, but in the context of surveying, I'd think we could do better.

Significant Digits
I still stick with 1040 for this one. The simple rule ignores HOW SIGNIFICANT those digits are. It isn't really so simple as significant vs not significant.
