The client base has to get started somehow.
I've moved away from government work, it is becoming unreasonable, the overhead necessary isn't worth it for me. And the bid process is a race to the bottom.
Most of my work is from a recurring client base, but new clients aren't turned down as long as they are legit. Email has advantages, there is a record of correspondence.
