I recently received proposed new rate information for checking Record of Surveys in the County of Los Angeles.?ÿ For a 2 sheet map, assuming 2 submittals, the current fee is $215.?ÿ The proposed fee, going up in annual steps, will be $1,188 in 2021.?ÿ This represents a 553 % increase in about 3 years.?ÿ The County Survey office apparently wants this increase.?ÿ It has not yet been made law, but I suspect that it will be.?ÿ I am wondering how this compares to other states.?ÿ Also, I am wondering how a surveyor should best explain this fee to clients, when a RS is required.
In AK the ROS is not subject to mandatory content review. You simply take it to the State Recorder's office and they make sure that it meets basic requirements (minimum text size, proper recording info, sealed, signed etc.?ÿ $20 for the first sheet, $5 each additional sheet.
The goal is to encourage all the information to get into the public record.
Adding barriers to filing ROSes is not in the best interest of the public.

It costs $8 to file a single retracement survey and $2 extra for each reference?ÿ (if any) attached to it. I now charge $50 per sheet for recording service.
If I have to walk the survey through and obtain signatures I have learned that takes about 5 hours and I charge $375. I charge a basic admin billing rate for this NOT a crew rate or RLS rate.

And that is what the retracement is designed for. I am not changing any lines or creating a new lot just retracing an existing parcel and no approval is required to record. But it is a service I provide that most landowners know nothing about and charge $50 to do.
Kentucky is not a recording state but it is possible in some counties to record a retracement plat.?ÿ It has been bandied about that no one has the authority to review, check, modify, or have much of an opinion on a retracement survey.?ÿ It is the signing surveyor's professional opinion, not subject to anything but the state regulations on boundary surveys.?ÿ A MODEST filing fee should be all that is able to be charged.?ÿ ?ÿFor conveyance plats and subdivisions, of course there are many local regulations to adhere to and folks to review and approve those, for which a fee (typically about $250 per lot) is charged around here.
Are there significant increased benefits resulting from a 500% increase in fees?
