The FDOT RTN has two network RTK options, one called MASTER AUXILLARY CONCEPT (MAC,) and the other VIRTUAL REFERENCE STATION (VRS).
They both appear to be network RTK options. The only difference I see, when used with a Hiper and TDS 5.1, is that MAC sets the base reference on the nearest CORS station, and VRS sets the base reference on an imaginary point on site.
Is there is a reason I should prefer one over the other?

I am a Leica user and use the MAC, I think at the end of the day, about the same results, BUT you can find all kinds of white papers stating one is better than the other.

Sorry about putting this in the wrong category.
From reading that, it looks like one of the main differences between MAC and VSR is that VRS seems to limit the used reference stations to 3, whereas MAC can use more if there are more in reasonable range. The trade off appears to be wireless data consumption.

Thanks for that all the info. Good Stuff. I have an older Hiper that I am using, but it only supports RTCM 2.3, but seems to work fine. I've got it working in both VRS and MAC on the Florida DOT Network.
