2. Establish secondary survey control

3. peform topo of 70 acre leveled site at 50' cross sections

4. stake rough grade for 3.5' compacted clay fill (stake station alignment 50' tangents, 25' curves, slope stake every 25', 10' curves)

5. blue top site at accuracy of 0.1 foot

6. topo compacted clay site at 50' cross sections for quantity survey

7. grade stake topsoil layer as per clay staking specs.

8. topo topsoil layer for quantity survey.

9. submital of quantity calculations and survey procedure outlines to review engineer

10. during construction perform volume surveys weekly of borrow pit.

A lot. 100k comes to mind, and that may be a little light. It's not the topo that eats up the money, it's that blue topping business that you're talking about. 🙂

Sounds like it could be a very muddy job.

How much time are you required to wait after they complete construction and you start the as-built?

This is a 12-15 month project. Final as-built will be based on dry conditions and seeded soil.

I came up with 87,000, and that is on the high end for me.

I used to put these kinds of proposals together for a living, and naturally, it's hard for us to come up with a price (a better comparison is crew-hours and office-hours, IMHO) without a set of plans and specs.

From the description of the field and office work involved, it doesn't seem possible that your crew would be on site or at the borrow pit any less than two full days a week for nearly the entire project, and probably a day of office work each week as well. When our crews did these kinds of mass grading jobs, they seemed to be there almost every day. Heck, bluetops? Weekly borrow pit quantity processing? Slope stakes on 25' intervals? I'd be surprised if it were less than 120 crew-days and 50 office days. (Be fun to see the plans)

At any rate, good luck on your proposal.
