Pics of found GPS base

A hobby I have picked up, is pics of other peoples base stations.
I saw this on 1-430, on the NW side of the int of 430 and I-30. Just NE of Bass Pro Shop.

Just seemed odd.... No GPS, (unless that little rod is a new kind I have not seen) and a radio, and a battery. And, set between the sign and the hwy.

Anyway, is it yours?

Hard to be positive from the pic, but I believe that is a radio repeater. No gps antenna.

Why would they put up the25 cm stubby? The ant is on a bracket to the left of the tribrach.
