I'd check with your local government (who ever is in charge of garbage) most places these days have a location for the drop-off of paint, drugs, chemicals, etc that don't belong in the landfill. Trying to neutralize it will likely result in the release of the ammonia in gas form and nobody needs to be around for that.

Around here the local FD handles spent ammonia developer since the "repro" company quit doing it.
I emptied out a two story building once by trying to dump a gallon down the break room sink. The dispatched first responders weren't impressed with my actions in the least....
I don't know what other chemicals might be used in this application besides the ammonia, but note that farmers put tons of ammonia into their fields as nitrogen fertilizer.
I took the jugs home, and I carefully pour a little into a spray bottle, dilute with water, and use it to clean the windows. I figure I got enough to last a couple of centuries. Cleans my sinuses when I pour it between jugs too.
Hey! Get a 2 gallon garden sprayer. Put a quart of that ammonia in it, with 3 qts of water. Pump it up. Next time a dog chases you..... he he heh
Adjust the nozzle for stream.....
I had several gallon bottles left over when we scrapped the Diazo machine. Used one to kill moss on the roof which annoyed my neighbors and nasal passages. It also kills weeds in the driveway. I really don't remember where the rest of it went but I do remember that the household hazardous waste people didn't want anything to do with it.
Nasty stuff. While a young party chief I pulled "a Paden" and have always wondered if there was any permanent damage to my insides.
