As long as the new hire is not working with you or him under your supervision or you under his supervision there should be no problem.
It certainly happens less in American goverment than it does in private companies. We have rules against that...

It is ridiculous that many jurisdictions elect town/county clerks. Why? This isn't a policy making position.?ÿ
Exactly, in jurisdictions where they are nit elected, and don't get swept out with elections, the competency goes through the roof.?ÿ

In my corner of the universe the city clerk is little more than the one who makes payments and announces meetings and such (small towns).?ÿ For cities, the city clerk has a vast number of responsibilities, including oversight of numerous other employees.?ÿ None of our city clerks are elected.
County Clerks are elected and have numerous duties.?ÿ These are rather critical positions with quite a bit of power.?ÿ They are the official recorders of everything involving the County Commission.?ÿ They are responsible for all voter registration and voting procedures.?ÿ HR, payroll, etc. may be a part of the duties as well, depending on the specific county.
I hope that your county clerks are not elected. Selecting someone for those duties by the political process sounds insane.?ÿ
