Please explain the rationale
I see. Understand the part about delta lands and river bottoms being flat, flat, flat. Went to Tunica a few years ago to make a donation to the Mississippi economy.
I can see where it makes sense relative to getting a building permit. Can also understand why local roads need to be elevated above the standard flood plain for significant routes but wouldn't expect every road to be built up that much. Around here you are not allowed to install a sanitary lagoon/septic system in a flood plain. That really cuts down on homes being constructed in such areas.
