For any one who uses Adobe Livecycle, delete pages that you do not want in your finished document in Acrobat prior to importing it into Livecycle. I was able to create a second version of the form that only had the five pages we need, but getting the fields imported required me to sift through the xml data behind the form and do some careful copying and editing to bring the previously created fields and buttons into the new document. It's like editing your registry file in Windows......very powerful, but really bad things happen if you get it wrong.

I ran this by FEMA and their response

If this was converted by someone other than FEMA, it is not a valid form as we have not released it in the Federally required compliant format. Yes, right now the problem is the photos. Still working on it. You can print and hand fill it, but not electronically.

I have mentioned in the past the problem with the new EC fill able version is a 508 compliance issue. In a nutshell it is:

Compliance standards are set by Section 508 of the Rehabilitation Act of 1973 that requires federal agencies to provide software and website accessibility to people with disabilities. When websites are 508 Compliant, they are accessible to all users. This can mean that they are compatible with assistive technology, such as screen readers.

You may ask why is it necessary for this form to be accessible to the general public when surveyors and engineers are the one's who fill them out.

For those not familiar with a Zone AO, homeowners who have structures in this zone are allowed to fill out and submit the form themselves and not have a surveyor/engineer stamp on it.

Give them my number and let them know that for a "small" consulting fee I'll be glad to show them how to make the photos work. 😀

I tried to walk away, honest I did, but I just can't leave it alone. Lamon this is not directed at you, but rather at FEMA and their response.

Only the government could create/twist a rule (whichever the case may be) which requires that they screw everyone equally. No one is better served by the document being print and fill only. Even the folks protected by the rule would likely be better off if the majority of the form were fillable with non-compliant sections to be filled out by hand after printing.

I could even understand the argument that they are prevented by the regulation from releasing a fillable form. However, to go so far as to say that a fillable form created for our own convenience is "not a valid form" is too much. Then they really put the icing on the cake with this little gem "You can print and hand fill it, but not electronically". I bet they have regulations that say water ain't wet and the sky can't be blue. F'em, I'll be damned before I fill one out longhand.

Stephen I am on your side. The fill able version you created makes my job easy. As for as the Gov't, I don't think it's the fill able version you and I would use, the problem it is a fill able version that can be used by a disabled person with their special software.

The income tax programs have their own versions of the IRS forms and that seems to fly. They have all the same boxes but are not identical.

I advise every one of you to do the same. Make them reject everyone's.
