Please note that John (RETIRED69) posted the original message February 18, 2011 and commented his complaint was over a year old at that time. Since the Ohio Board (OBOR) meets in January, March, May, July, August, October and November it has taken a long time to investigate and get an opinion on the request.
The original action by the OBOR was addressed as "Old Business" in the September 15, 2011 Minutes. That was long after John's post here and I believe after he retired. That entry notes that Mr. Greenhalge, the Executive Director, met with the County Engineer's Association of Ohio and would meet with Professional Land Surveyors of Ohio to develop the document I linked in the post above. Many political toes to step between on this one.
The opinion paper does not take any direct action. However, I believe it does open the door for Ohio Surveyors to file official complaints anytime a county government requires their work to be reviewed by someone not under the direct supervision of a licensed Professional Surveyor. That was the subject of John's original complaint to the OBOR. As Norman Oklahoma (Mark) said the work is only beginning and no one can avoid stepping on all the political toes.
This white paper(opinion), may have been generated because of my complaint, but it doesn't actually address my formal complaint. Especially so, since the BOR had previously stated(in a letter to the Tuscawaras County Engineer), that the review of surveys and surveyor's descriptions needed to be supervised by a professional surveyor).
The BOR's opinion only more clearly states it's previous opinion.
I now expect a decision on my original formal complaint.
