I think Michael Baker had 50 PE licenses. Of course, after the
first one, reciprocity is easy for engineers.
Somebody in Texas had 25 or 26 LS licenses.
It would be very difficult for a surveyor could accomplish that. There are only a few states that will schedule their exam at times other than April or October. The only states I know of that do schedule an exam are AR, GA, KY, ND and OH. Aside from scheduling those 5 during other months, you would have to take 2 exams every year for 22 years.
PE's do not take an exam after passing the first one. Reciprocity means
they get the other licenses for just filling out the application and paying
the fee.
Security by NCEES has got more strict. Several boards will proctor the
exam in their offices. Pablo, my buddy, took MT, KS, LA, and something else
in two days (4-hour state spectific exams). ND, SD, WY, and CA used to be
take home exams.

Great question. I'm a master at answering weird stuff like that.
Several days ago as a group near me were discussing something, suddenly one turned to me and asked loudly, "What is Dr. Coover's first name?" I replied correctly with, "Don". Then another said, "What is his sister's name?" "Which one?", I replied. That caused some discussion within the group. Then came, "Is there one older than him?" "Yes, Julie", I replied. This was followed by, "How many sisters does he have?" "Two and a half", I replied. That brought forth a demand for an explanation. I told them that he had the older sister, Julie, a younger sister, Laurie and a sort of sister that was taken in by his parents after he had left home. She was never legally adopted, but, his family treats her as a full sibling nevertheless. Still, that wasn't enough. "Name all his brothers and sisters in order of oldest to youngest and include him." "Julie, Don, Laurie, David, Bryan, Kelly and what's her name---Danica/Donica/Delilah/Something with a D.", I responded. What was his mother's name?----Carolyn What was the name of the lady who married his dad after she died?----Which one What do you mean which one?----He remarried twice, the second one died after a few years. OK, name both and in order.----Beulah and Paula
I can do that sort of thing endlessly and will admit when I do not know the correct answer, then offer additional information of interest. Frequently I answer questions for local people about their own ancestors and family connections. Pretty much anything to do with my home locale, its history and its people. Don't ask me about any sports statistics or the Civil War or WWII in the Pacific Theatre or Broadway or politicians in other States or other such things that fascinate other people.
Actually, it can be tougher than that. There have been times when not all States had identical requirements for the PE. Most required a full four years of experience prior to making application, while some would allow the applicant to take the exam during the fourth year and then award it upon completion of the proof of experience as being four years. Many applicants did this because the Board, for some reason, might reduce their acceptable experience by a few months thus requiring them to either wait another year to test or take the test and then complete the fourth year. The other States viewed this as unacceptable and could require the applicant for reciprocity to retake the exam. I think Louisiana had different criteria than any other State such that no other State would recognize Lousisiana engineers for reciprocity.
