I didn't find the specific model "P5131" in a K&E catalog, but they did show a transit with no vertical circle (Model 5040F).?ÿ It is listed as an engineer's transit and likely used on construction sites for horizontal layout and grades.
I think that was called a City Transit.
Nice builder's instrument and looks to be in great condition.
It seems to have a good set of legs.
Good legs, are getting harder to come by.
We had a set of legs, but they burnt in dads office fire, some 17 yrs ago.

Very likely that it also does not have stadia lines. Technically it is a transit because you can plunge the scope, very critical in prolonging a straight line. It was not designed for nor very useable in field surveying. My father bought a used one as his first instrument and very quickly bought an actual transit (Kegelman Brothers) and gave the cheap one?ÿ away to a contractor.

Old transits for a few hundred.
