Totally get where you are coming from but and its a very valid point. When we bought the house i was like ohh well here comes another insurance to pay. It did not prevent us from buying it. It only became an issue when we went to apply for permits for reno and stumbled across the FEMA 50% rule. That is what I am trying to solve. Although with a CE I can perhaps get a better rate than I got when i bought it. But the biggest issue really is how I can lift the 50% rule and do the reno that we need.

Equipment in a basement can be extremely expensive if a buildup of natural gas can occur when a faulty heating unit has the pilot extinguished by water but gas can still escape to a higher location with an open flame. ?ÿIt happens.
A few inches of soil does not prevent fully saturated soil from collapsing basement walls or seeping into a spot that may cause significant damage. ?ÿThe surface water may appear to stop at the LAG but the subsurface water does not.
There is a creek far from the house and the street has never experienced any flood of any kind. House has never had any water issue since it was built in 1955. Although everything you pointed out is very valid the reason we are trying to get the house off the flood zone isn't because we don't think it will flood or to try and escape the 2k insurance bill every year but rather to escape the 50% rule on renovations. Currently what we want to change on the house would be more expensive than the 50% rule allows. Hence the question to add fill on the low area 8" to apply LOMR-F just so we don't have to go by the 50% rule. Any recommendations??ÿ

I hadn't heard from my client since 2015 when I gave him a preliminary site plan that included the enormous 2 story garage he wants to build on his postage stamp sized lot behind his house, in the wetland buffer zone, and in the flood plain.?ÿ
I finally heard back from him a few weeks ago, and now he's off to the Board of Appeals with a revised?ÿ site plan asking that the new garage be 2 feet from the property line (vs 10 foot minimum required).?ÿ
I may never have to figure out how to do that LOMR-F...
In my case the lot is not small and all i would need to do is raise one side by 8'' from what I've read. Any other way around the 50% rule on reno?
