I'm not going to say the ground coordinates are "wrong".
They are typically "close enough".
What is true however, is that if you are laying out everything with the same "wrong" coordinates then everything laid out will will properly fit together.
That's the important thing.
If a bridge is (CF 0.99991234 * length) too short, it makes no difference.
