Very well written giving a good description of surveyors and monuments in history. Have worked in WA Co and will say their records and monuments make surveying a joy.
unfortunately, that sounds like that low-baller's ad that said they'd mark the corners with "special surveying ribbon...."
this is my special can of surveyor's spray paint:

at least a dozen reference points? I am a big fan of recording the monument location and installing reference marks, but I have never set a dozen. Maybe that is standard practice in other states?

I like to see a minimum of 4, but a dozen seems like overkill.
