Can you perform an ALTA on a portion of a public road right-of-way corridor? Owned by the state DOT, fee simple.

You perform an ALTA on whatever property the title report describes.

Yes. We just did one in Southern CA over a portion of a freeway. The client is a public agency that will be seeking an easement across the freeway for a Sewer tunnel. Their legal counsel asked for an ALTA survey and provided a PTR for the piece they were crossing.

For general drainage purposes I will show to the centerline of the first lane of a highway or street adjacent to the property unless they specify for the entire roadway to be shown.
