I have a request for an elevation certificate based upon construction drawings. The property is an industrial site located on a bayou. The property contains zones C, B and A-11. We have a great GIS here which shows flood zone lines tied to state coordinates. The assessor sent me an electronic file showing the zone lines.

I have an electronic file from the architect showing the layout of the building also to state coordinates. After overlaying all the info the building falls completely in zone B but one corner is only 10' away from the B/A-11 zone line. The building can't be moved.

I did the topo work for the architect at the site and staked out the building corners all to state coordinates but construction has not started.

Would this be enough for you to make the call that the building is in zone B

I would think so. I would assume that they will need another certificate after the construction was completed to verify the location of the building.

It sounds like the flood information that you have in your area is much better than what is available in our area.

Jimmy,
Take a look for your County's DFIRM data.

Here are some DFIRM examples

Yes, and document what your decision was based on.
