An issue has surfaced regarding the highest/lowest adjacent grade to a manufactured home with metal skirting. The ground has been excavated about 1' on the low side to allow for home placement, but there is no fill against the skirting. The undisturbed ground starts about 2' away from the skirting. The FEMA instructions say "imediately next to the building". Where is "imediately next to" in this case?
The instructions for a LOMA elevation document state "..submit lowest adjacent grade(the lowest ground touching the structure).." have use same interpretation for EC's.
Project the sides of the structure down until it touches the ground.
Think of it this way:
One reason they get all the elevation information (and the info about openings) is because they are worried about the hydrostatic pressure of the flood waters against the walls of the structure.
The only place the elevation would be relevant is ......where the structure meets the ground.
