I was just thinking about copying the images on the FEMA instructions for where the different measurements are taken and adding that to my "images" page for built in clarification.

Does anyone do this already? It seems like most of the calls I get are questions about where different shots are taken.

Why don't you just annotate the photos to show where the shots are located?
I do this at times when somethings look like they may be dubious to others.
I use adobe elements for text, arrows etc.
