Cutting of vegetation, setting of nails, damage to property

Here in NH we have no right of entry at all. I have a situation similar to yours, neighbors fence is over the line, yard is completely fenced in but I can see that there are improvements very close to or over the line. Sent two letters requesting access so far, one certified. All I hear is crickets.
