Virginia

Carl, that is about the same way I handle it. I just don't happen to be in town much, mostly rural surveys. When we are in town it is usually Farmville, Blackstone or Crewe. Most blocks in those towns have sufficient alleys. We often shoot across a neighbors land, but don't have to setup on them or even walk on them.

The problem is in rural, large lot subdivisions. If a corner monument is missing, how do you double proportion without crossing a neighbor? Did the lobbyist use that example? I believe this is probably the most important issue that needs attention in Virginia, at least as far a surveying is concerned.
