George has it right,
it's a utility stone, somewhere beneath there (ca. 0.8 m.) there are some old telephone or other communication lines.

We have the same type of utility markers for gas, water, power lines, ...

I sometimes pine for the days when economic conditions were such that pouring a concrete utility marker and embedding a cast-iron identification plate in its top was not only feasible but standard practice. They sure beat the heck out of their flimsy fiberglass successors when it comes to esthetic appeal.
