I contacted a surveyor who I knew worked in the area and he explained the situation.
Seems the two landowners have been in a long term battle, litigation is starting and the survey work will almost 100% end up in court.?ÿ
Responded to the email with a thank you, but I don't bid work.

I, on the other hand, don't mind straightening out neighborhood bullies.?ÿ Those are the ones who irritate at least one neighbor enough that the innocent neighbor pays me to do a survey to prove where the line really is.?ÿ Most of the time this is a ruse perpetrated by the bully to obtain a free survey.?ÿ The remainder are serious jerks who simply derive pleasure from pushing people as much as possible, in any way possible.?ÿ An example of the latter was the case of a lady who called because her neighbor had installed an old, very noisy, pad-mounted air-conditioning unit about one foot from her bedroom window.?ÿ She decided it must be partially on her property so paid me to discover that it was, but, more importantly, that the line was so close to his house it wouldn't fit on his property without moving it to the rear of the house.?ÿ That was a long distance from her bedroom window.?ÿ She called the correct City office and they came out and told the jerk neighbor he had to move the A/C unit.
