I'm in the middle of preparing my annual (it seems I only do 1 a year, because I hate them and charge accordingly) Elevation Certificate.

Since I have determined that the lowest habitable floor, i.e. the finished basement that walks out to the lakeside, is 4+ feet above bfe, why should I need to supply the rest of the elevations as obviously the next floor is higher....

If that is the case you should apply for a LOMA in addition to the EC. All you need to supply for that is the LAG.
