Anybody see one of these before? If so What does the RM 2 3 stand for??

Reference Mark?

I would assume it is a boundary monument or a reference mark to a boundary monument.

Reference mark number 2, Traverse number 3. Was there a large project around ther sometime in the past. Property corner, no.

It is next to a National Wildlife Refuge. I think it was establish in the late 1960's?

If it is relied upon, it can be a boundary marker, no clue about the stamping, but if not "reference mark", perhaps "reservation mark"? May be a stretch.

Doesn't your GPS thingy tell you what it is? Or, I'm sure if you contact your local GIS professional, they can tell you.

Trying to be moderately sarcastic but not intending to be argumentative.

This one is on the line between Fort Sill Reservation and the Wichita Wildlife Reserve.

I'd think the RM might just be Reserve Marker based on it's location you described but if so then there are certainly notes or a survey map to back that up.
