ISP Improvement Survey Plat A real survey plat with elevations and can be used to build and design with. Realtors hate these, because its real.

Yes our adverse possession legislation is much, much harder to prove than comments in this thread indicate is the case in US. Mistaken marking of a boundary (i.e by Dodgey Surveyors R Us) is specifically excluded as grounds, court will go back to last recorded plan of boundaries.
Or you stake the ROW and flag the existing ROW for which the utility line needs to be either inside the ROW for some jobs and outside for others and the construction crew uses the staked line for centerline, wiping out the monuments and putting half the utility line outside the easement.
In WA the courts have decided that physical monuments by the original surveyor hold over the recorded plat. There are many that observe that such a situation (and other case law) could create a conflict with the Statue of Frauds.

Well, I dont know what he meant, but in practice, I have done the same a few thousands of times. Set a hub and lath at the corner of the plat, and then set "actual" corners (meaning rebar and cap per the law) when the grading and utility install is finished.
They even used to let you do that before the plat was recorded, you just installed the "actual" monuments after the improvements. The Great Recession revealed that you must set centerline and corner monuments before recording, or you might never see them. There are whole plats with zero monuments set from that era.
No one wants to pay as much a fence costs just to know if it's in the right place.
Why not? Around here a fence builder is a dude with a truck and a saw. Zero barrier to entry. How is it possible that a fence builder can go in and do a day's work and make more than a surveyor on the same line.

Easy, materials are 2k plus labour if you don't build it yourself for single side residential section, staking survey is 1-1.5k, recorded legal pegs, add 1k. Hence legal pegs more than fence
You bet the cost of the fence can easily be far more than the cost of the survey, but tearing it back out and moving it following a real survey is priceless..................to the adjoiner who now hates you.
