The letter incorrectly stated that licensure for engineers and surveyors began in 1907. That is true for engineers (first in Wyoming). Land Surveyors first became licensed July 20, 1891 in California. There were almost 2200 licensed land surveyors before the first engineering license was issued in California (1930)
Interesting read my fellow hockey geek. What I find intriguing is 1) the existence of a Federal agency for "procurement" of small business, when they are the idiots trying to drive us out, and 2) the guy who wrote that letter is not even a professional anything, but yet feels qualified to render opinions about dam failure or seeming improper work procedures. (I wonder who paid off the inspector) He's an "administrator". We used to call them secretaries in the old days, but that's not PC anymore.
Not so sure it's a NSPS problem, they really are trying to fix this kind of shinola believe it or not. Dealing with these kinds of idiots is like trying to train a beagle or a cat...not gonna happen. We have a chapter meeting tomorrow, I'll pass your memo around and likely raise some eyebrows.

I always figured that it should be easier to scan a letter to an official and get the point quickly. There are too many words here for the content, I wouldn't bet his staff can tally it in the right comment column, or extract a one-liner to summarize it.
