Probably not. Berntsen bits are the only ones I have ever seen. Surveyors are the only animal that would want to countersink in concrete, everybody else would just bust it out and pour new concrete.

I've never seen another brand, either. They are a bit spendy, though.

alternative to berntsen's countersink bit

I haven't used one for a while but my experience with the Berntsen bit was that the small diameter bit wore out too quickly. We got around that by using a standard masonry bit of the proper diameter to bore the small hole and just used the Berntsen bit to counterbore. The counterbore section of the bit seemed to be relatively durable.

I commented about the early bit failure to Rhonda Rushing (Berntsen president) at a conference once a few years ago and she said they were aware of the problem and had redesigned the bit to last longer.

I'm not aware of any substitutes.

I have two alternatives, neither likely inexpensive.

I had Relton build me one BEFORE Berstein came out with theirs, I also know that Desert Engineering in Tucson (MarkIt brand of caps) was in the R&D stage for one as I got one from them to use for testing, not sure if they ever went to market with it, in any event I have two NON Berstein countersink bits for a 2" diameter concrete cap.

I drilled a lot of holes with the custom built Relton one, only a few with the sample bit from MarkIt.
